Probably not more than one. You don't want to flood the league with skilled rookies.
You could make an argument for doing half a round (giving star rookies ONLY to the worst teams), or doing a round and a half (giving everyone one star rookie, and two to the worst teams), but I think one per team is probably reasonable.
Of course, you can always allow trading of draft rights and that sort of thing if you want to.

I definately like these draft rules, neatly sidesteps the race issue and allows some slightly more characterful additions to the teams in the league.
I can't see any problems with trading rights, that way a badly damaged team could sell it's rights for a good player for enough cash to buy maybe two rookie players (for example).

I'm counting them as their full value plus the signing bonus. So, for instance, a Gutter Runner with a 30k signing bonus would be worth 11 points of Team Rating.
Incidentally, I've got the beginnings of the draft available on our website at http://www.chubbleague.com/chubb/default.asp?p=dr if anyone wants to check it out. As each team joins the upcoming season, a new draftee is automatically created, so every team will be guaranteed to have a draft pick available to them.

For what it's worth, we're now in the drafting process in our second season. I've made one small change to the rules based on player feedback -- they thought that giving a player these skills and starting them at 0 SPPs would be unbalancing. We're now going to start these players at the breakpoint for one less skill roll than they start with. For example:
1 skill roll: 0 SPPs
2 skill rolls: 6 SPPs
3 skill rolls: 16 SPPs
This gives them a "free" skill and a headstart, plus the ability for the lowest teams to pick a player who is custom made for stardom. That should be enough of an advantage.
