Are you allowed to choose a primary skill instead of a secondary skill or must it be a secondary skill? I.e. can tier 1 teams take 8 primary skills instead of 7 primary + 1 secondary?

One of these will be going to whoever commits the most fouls over four games - current record is 43, held by StudsUp’s Norse, last time around.
