On the Halfling stars / positionals point - the policy is that new inducements / changes made after Nov. 18 are not mandatory until made so (very probably) in the Nov. 19 review. TOs can take or leave these items, providing that there has been sufficient time between release and the tournament for the field to be able to buy / absorb them.
The Halfling stuff lands very early June, I think? Plenty of time for you guys, but that's entirely at TO discretion. Hope that helps!
