If the player randomly selected already has that skill, is another player without it randomly selected i.e. this unique chance to have a player with Regen is not lost?

won't happen, only players without regen are eligible

Rule 2: “They Just Keep Coming!” One random player on your team, who does not already have the Regeneration skill, gains the Regeneration skill. This player is chosen at random each match.

If they dont have Regen already, they are eligible.
Basically you line up all your players without Regen and roll a dice to pick one randomly. So in one game you could end up with a crappy lineman getting Regen and the next game could see Jordell getting it.

What do you think happens? The stupidly strong line up of 4 TGs (all given MB) kill lots of opponents and you get 2 free zombies every match. But no bonus regen as they all have it already.

I wondered if maybe you'd get super regenerate and get a reroll on regen on one player chosen at random - giving them a 75% instead of a 50% chance of recovering from re-death
