You would state a set amount on rosta that would be usable for cards - eg. 100,000gps on cards. Each game you can spend that amount on cards.
You can have a skaven team with plenty of guys a star and no card or a Goblin team with 3 stars, secret weapons and a wizard and some cards. Totally up to you.

Finally got round to putting the tournie in for NAF sanctioning and have changed the rule set a little. It's now TR125 (:o), Skill set now increased to 48exp and you now have the option to put gold not spent on your team into a magic/tricks/special play cards fund. Lets make this a big fat Bloodbowl orgy... Its a goblins wet dream

The rules in the OP say "double skills may only be taken as the second skill on a player". How do you work out the exp cost of a double skill? Apologies if this is a dumb question and there is an established NAF rule about this. I just don't know it!
As Maverick said, the double is free as long as its the 2nd skill. With the exp going up to 48 you can now have 8 x single skill players or 3 x 2 skill (double skill optional) players.
