No love for the wizard?
Often I have see this in tourney rules;
"Full inducements bar the wizard" or something along those lines.
Personally I'd rather have 3 Linemen, or a Rat Ogre, or bribes etc, but if someone wants to invest 150k of their alloted TV in a one shot thing that may not do anything, let them!
Why dont TO's like them?

I'm not so sure I would favour a Rat Ogre over the wizard for example...
The threat of a well place fireball make caging efficiently so much more difficult... and that's the threat only! You the can go on to zap the ballcarrier with a lightning bolt and effectively popping the ball loose. I just feel it could be so beneficial to quick and agile teams who already have decent chances in regular tourneys... but that's just my instinct talking.
Well I certainly would have second thoughts about playing dwarves and orcs (even undead maybe) if Wizards were part of the ruleset.

Wizards are either game-breaking or worthless. So sometimes a Wizard will be fine, and sometimes he'll utterly ruin the game.
Wood Elves > Wizard > turnover > 2-0 > why did I bother?
So by banning Wizards you ensure no games are ruined (in this way) rather than some of them.
Yes Blood Bowl contains other random elements that can ruin a game but they are rare (e.g. Quad skulls is 1/1296 not 5/6 like a Wizard) and unavoidable.

Of course a TO can do what they like in terms of House Rules, but in my book, such a ban is unnecessary. The game changing nature of the Wizard is what you pay for. And lament when it fails. This is a dice game. The random craziness should be embraced.

I think in some teams they work. they do force opponents to play differently like not caging up too tightly and also stop stalling. I have purposely held off using them most of the game just to keep my opponent on their toes. I don't think they are game spoilers though, the dice do that more often that a wizard

On top of what Joe said they really help some of the strongest teams. Undead and Zons can buy the wizard without giving up anything really important.

Yep.
But some TO's lump all wizards together and ban the lot. So I think my question still stands. Why ban them at all? If the coach wants to spend a percentage of the allowance on a "chance", then why not let them?

For me Blood Bowl isn’t a fair nor a balanced game, as such banning part of that game in an attempt to make the game fair seem a little pointless, and aginst the sprit has f the game. That said Wizards can total ruin some play style, making hard to play some teams.

Wizards are a little less worth it since Lightning bolt is only accessible to Chaotic teams.
Yet I get it why it is banned, it used to be overpowered, now it's less overpowered but still just one set of rolls that can decide the outcome of a game.
The only thing, which isn't consistent is that if now all other inducements are allowed. Horatio X brings two inaccurate fireballs to the game for half the cost. I would consider it, just for attrition and it punishes bunching up, which most bash teams do to protect the ball. Avoidance teams need to spread out on the defensive set up since it will pay off to throw a Fireball in their general direction, with AV 7 two MB blocks extra just might do enough damage to the high priority targets.
