Humans in tier 1 seems bizarre though. They don't get a veto on Undead or Woodies, but Chaos Pact, Nurgle and Khemri (who will squish Humans) do get a veto on them.

Yeah maybe. Humans are either top end tier 2 or bottom tier 1. I think it's fine though. You have to put the boundaries somewhere.
