But technically speaking, do you have to stop when you've reached the range ruler? So if you already start under the range ruler, can you still move three squares, as long as you end up under it?

I'd rule yes. You can move all 3 squares, even if you only need one to get uinder the ruler.

More to the point, you can't choose to stop moving on your passblock move until you're actually in a position to intercept or place a tacklezone on the thrower/reciever.

Doesn't explicitly state that but you can extrapolate the rule. Stops beardiness from FA coaches who use passblock to move a player one square so he's in FA range.

That was my implied decision too. The only restrictions to the pass block movement are that it has to end up either next to the thrower/catcher or into a position where an interception can be made.
