what is a 2nd chance on ebay?

I remember that in the Forum of Doom some guy made a tutorial about how to see if miniatures are recasted or original, but I don't manage to find it again. Can somebody help?

A second chance offer is a valid offer through eBay in which the seller offers you the item at your highest bid. This can be used if the original seller fell through or if they have a duplicate item.

You do not have to take it; it's optional.

Not saying anything about this instance but I often use 2nd chance to clear multiple spares without paying twice the listing fees...

I do this as well. But only once as I usually only have 2 of anything as a bulk.

Trouble is both myself and thechosengobbo both got second chance offers. I'm wondering how many other people also got second chance offers.
