What type of league?...

One thing that is important when one thinks about this is: what type of league are you doing?
If a league hasn't a play-off final stage you won't see many secret weapons/star players - because hiring him for a "normal" game is just too expansive.... On the other hand as this lowers the TR....

Other thing we can consider is the investment in painting a fig just to use in one or 2 games... but I don't want to start here a thread about this, so I won't mention it....

OK... I'm running a Goblin team - and I really don't feel a urge for Secret Weapons.... I even don't jnow if the game needs them....

On the other side I would like if you could put everything in the roster - Secret Weapons and Star PLayers....
And there are some ways to keep this in check, for Secret Weapons:
- making them less powerfull
- making any double wich expels the SW also make it be confiscated (so the team would need to buy it again, perhaps at double cost or so)
- reducing the penalty die roll, if necessary....
- making them hurt more the using player... for example: every time a Deathroll falls the driver could be injured, firing a Blunderbuss cann't be a safe thing....

About Star Players: I'm betting that with the EXP aging rules they could be back in the rosters - even if more expansive, or a little worse than they are now....

What makes me think more of SWs is the way their rules are written, the text talks as they are part of the roster!! just look the references they make about the Deathroller being ready next week.... and, everybody thinks of Deathroller as a great weapon, but the first time I saw it in action he only did a block: in the first turn and fall - out until next week!! I our league you can buy SWs (paying 10% for match, whatever you use it or not [and Star players also])... if not I would have saw the worst use for 80k...!!..

One of the greatest advantages of freebooted SW's is that there are no new mechanics to be added. Upkeep costs are a new mechanic.

Joaquim: I wouldn't want toned-down secret weapons - they should be spectacular and effective, even if a bit uncertain.
