Chet's kicking rules - where can I get them?

I've read a lot about Chet's experimental kicking rules, and found several dead links concerning them, but I can't find the rules themselves. Are they available for download, or must I buy a GW publication?

I know they are in the Citadel Journal #47 and BB annual 2002, but failed to find either on the GW web-site, and I'll not be anywhere near a GW store for a long while, even if the nearest one has either of these items.

If for some reason I can't get the full rule-set, could someone give me a quick summary, so I can decide whether I want to try it now or wait for the rule review, and it's subsequent inclusion into the LRB or the bin.

P.S. I have the old 2e Dwarf kicker minis, and fondly recall how they were my sole method of delivering the ball downfield...

All the search engine could find about kicking was what lucien would do to his next opponent. There were a lot of posts returned.
