Do I HAVE to move my rat oger, if there is no enemy adjacent to him?
May it stand still, take no move action?
If I move him I have to move him first, but may I choose not to move him?

You have to activate him as the first player in your turn. Then you may chose that, "he's doing nothing", unless he starts his turn standing next to an opponent. In that case, you have to chose either a Block or Blitz action.

If noone is standing next to him you can say he stands still, but you must say it to show you did not forget him.

You don't have to move him, but if you don't want to be called for illegal procedure, you have to declare a move action, not go anywhere and end his turn. You can only do this if no enemy is in his tackle zone, of course.
