Noisy? Not really, there is no need to hammer the cup down on the table, although I know some players who believe in "force=luck" and make the minis jump a few centimeters. But the (tourny) reality is that you agree on rerolling both dice or only the cocked one if this happens, whatever, and then your opponent makes an armor roll and gets one slightly cocked dice. If the other one is a 1, he will try to rr both, if it is a 6, he will try to rr only the cocked one!Not always.
