Can one of those teams take an apothecary?
The official rulesdocument from the NAF doesn't say anything about it.

The way the rule is worded, any team can buy an apothecary except for the specific ones (Khemri, Necromantic, Nurgle, and Undead) which are explicitly forbidden from doing so.

What happen with the special inducements. (In)famous coaches, and the racial inducements.
Can Bretonnian have access to the same ones that Human? That would be make sense. Or Khorne same that Chaos/Nurgle.
