Message in Outbox

I have a message sitting in my outbox. When I go into the message it says it was sent with date and time. But it is sitting in my outbox rather than in my sent messages. Has it been sent or not and if not (which I assume is the case) is there a way I can resend from the Outbox? I couldn't figure out how to do this but maybe I've just missed something obvious!

It has been sent, but hasn't been read. When it is read it will move to sent.

Not quite.
It will move from Outbox to Sent when the recipient logs in next. PHPBB doesn't have a "read receipt" function, that I'm aware of.
