Yes, because you caused a casualty with a block. The Piling On skill is just an ability that's being used to modify the block. Same thing if you complete a pass using the Accurate skill, for example.

An example

A ST5 Ogre with two assists throws a Multiple Block on two adjacent ST3 players.
Uses Piling On in order to penetrate the one with high AV and uses Mighty Blow to penetrate the other. Or uses Mighty Blow on the injury roll on one of the downed players.

I don't know what is the official point of view.
But for me Piling on can be used only against one of them.
Mighty blow can be used against both.
