As some others have put fouls are illegal in the Fantasy World of Bloodbowl but are still done and the ref sometimes punishes players for it. In the roleplaying element it is violent guys smacking the heck out of downed opponents (and their fans probably love it). No reason for the players to start shaking hands before the final whistle. Think of it like that rather than getting upset that it is something that shouldn't be done.
It is not actually an action that should be frowned upon in reality like cheating. It is just an extra action you can do that has a considerable risk associated with it. In T16 there is no risk if it is your last action.
It probably comes down to how your opponent behaves. If they have annoyed you then the last boot may push you over the edge and force you to vent on forums.
