No specialisation means you'll be fumbling the ball alot. Lack of much speed means Elves will simply outrun you. Lack of skills means even a 2 dice block will often go against you.
Just try playing a rookie Chaos team. You'll see what I mean. Spending two or three turns trying to pick up that ball, getting only a single block (blitz) in per turn, having the ball snatched from you time and time again because the opposing team can dodge into your backfield with immense reliability and there's very little you can do to stop it.
You can't even bash them to the ground most of the time. S4 is overrated in this case because the team simply can't use it until it starts getting Block left right and center.
If I had my way Chaos Warriors would start with Block. But the devs say no. Other teams are allowed to start with Blodge, others with non-Big Guy S5 with Mighty Blow. But apperently S4 Block is too much, even if we'd have to pay through the nose for it.
Oh, and S3 Block + 1 assist = S4 Block. Which teams like Wood Elves can do very easily, so even if you did pick up the ball they'll just invade your backfield and get the ball back off you. Wonderful.
Course, people will say that starting with S4 Block at the start is overpowered in a league. So I'd say make Mutations a doubles choice on Warriors, and make them 140,000 each. Thus they can grind up the pitch early on, as they are supposed to, and later on they'll cost so much that you'll hit high team value even if you don't have all four of them.
