Do NOT tackle with your arms. Throw in your whole body, accross the runner's momentum, and wrap up with your arms to secure the tackle. Hit through the opponent, not to the opponent.

I guess that's what I'm trying to say - but rugby isn't US Football - as its more fluid you do tend to grab onto opponents or try to ankle tap them - although you ideally want to bring them down with a crunching tackle, you can't always do that. The rules are different too, so no penalty for holding but you can only tackle the ball carrier.
