Something I ask of every TO asking for multiple copies of rosters; do you really need 3 copies of each roster? A single PDF on a tablet/phone will do the same job.

I think it helps for both players to have a copy of each roster, this way they don't have to keep asking the other player "oh what skills does the ball carrier have?"

As for the 3rd copy. Just means the TO can have a physical copy to check before/during games to ensure all is above board etc.
