New Skill: Shoulder Charge

Shoulder Charge (General Skill)
A player may use this technique to muscle a player out of the way on the move. The player may use this skill to throw a block during a Move action. The blocking player suffers a -1 ST penalty for the purposes of this block, and may not use any skills to effect the result (including compulsory ones such as Frenzy). A player's action ends immediately after making the shoulder charge.
Does this need any extra penalties? For example not allowing assists? Or is it too weak to be of any use?
Inspired by the 2nd ed. special rule.

Well I think it is to strong. This would lead to that I can make one extra blitz with my Ogre/RatOgre/Kroxigor each turn.
Also it is thinkable that a lizardmen can make 6! Extra Blitzes with his Sauri.
Maybe that skill can been tweaked into something like only one player per turn can use it. And that the skill can only lead to a push back on a 3+.

The ability to effectively blitz twice is real strong.
If I were to limit further, I'd have the maximal result being a push.

The Shoulder Charge worked well in 2nd ed., but in the present version it could effectively give you up to 11 Blitzes per turn. Even if you make it a weaker form of Block/Blitz, it will either be broken or so bad that the skill will have no point. I like the Shoulder Charge idea as such, but the effect is IMO already covered by other skills and rules in the game.

2) If the defender does not side-step the shoulder pusher gets to roll a block dice. POW, PB and PB/POW are push-backs. A both down means that the neither player goes down. A skull means the attacker goes down.

The ability to negate Frenzy is too powerful in and of itself. Sometimes the Rat Ogre or Minotaur doesn't want to throw that second block!
Either players who have Frenzy can;t get this skill, or Frenzy is compatible- that's my vote.

I'm still not totally convinced that this is overpowered. Remember that it is at -1 ST and the player using it cannot benefit from Block etc. So that is a 1 in 3 chance of a turnover every time you use it. Offensive assists should be ignored too.
But I suppose the -1 ST element makes the skill more cheesy and tailored to the six Saurus blitzes per turn.

Actually, it would be a no-thought first skill on a lot of big guys. They don't have block anyway and could only get it on a double. It would be a free blitz for them every turn and, even at ST-1, most would still be 2 die blocks. That's strong regardless of how you look at it.
