A new way of dealing with the ref: Eyes on the ball

Lots of people want more fouling. IGMEOY is not universally ppopular.
So here's an idea that could make fouling an interesting proposition, and an option for getting rid of opponents, while still occasionally proving nasty:
Blood Bowl refs are trained to always follow the flow of action around the ball. This has led to a quite a lot of "off the ball" incidents. Refs are too busy following the game to catch the fouls being made on the other side of the pitch.
When a player makes his foul roll, use the range ruler to determine the distance the ball is from the fouler, as if the ball was being thrown to the fouler. The ref's liklihood of spotting the foul, and thus sending the offender off, is relative to the distance from the ball:

Long 7+
Bomb 8+
+1 to the roll if using the dirty player skill.
