It's true this is a big swing. There might be a requirement to tweak elsewhere. But whatever happens the player still leaves the pitch. Looking at some quick numbers (all against effective AV5).
P(no effect) = 28%
P(Stunned) = 42%
P(KO) = 18%
P(CAS) = 12%
P(sent off under current rules) = 27%
P(fouler sent to Reserves) = 16%
P(fouler KO'd) = 7%
P(fouler BH) = 4%
Which on consideration does swing things heavily in the favour of the fouling player. Not my intention.

Perhaps as an alternative all sendings off could result in an automatic KO?
