It seems that foulers get off a lil too easily. For the possible damage that foulers can do and the way they are "abused", why not make it a little more realistic? It stands to reason that it is not exactly the safest thing to do to be openly fouling a player in the full view of thousands of fans and other players. It is sure that the other members of the fouled players team would try to get thier own cheap shots in at the culprit not to mention fans of the downed player that are in the stands. Why not have an addition to the ref roll? You might think that I am daft, but hear me out on this...
If the fouled player is knocked out, injured or killed, the player who made the foul gets beaten by the downed player's teammates or hit by a deluge of refuse from the stands (whatever) and takes a hit as though thier own armor had been penetrated. Of course, this would not be an automatic thing, it would be a 50% deal where there is an even chance that they will be hailed as heroes for taking out a particulerly unwanted player.
Just an idea I had that could make the game rely a little more on skill, tactics, strategy rather then who can get the most fouls in early on.

about evil inc's idea, I think thatit is a good idea, but I can't think of a way to make it work fluff-wise. Maybe change it to a chance of being hit if you fail to break armor? smthg like that? because pitch invasion must remain rare, and there may not be any victim's teammates near the fouling player
