I'd be tempted to drop the standard BB team layout and have all position players
0-5 "Forwards" 5 3 3 9 Block Gen & Str 80k
0-3 "Back Row" 7 3 3 8 Tackle Gen & Str 80k
0-2 "Half Backs" 6 3 3 8 Sure Hands/Kick, Dump Off Gen & Ag/Kick 70k
0-5 "Backs" 7 3 3 7 Catch, Dump Off Gen, Ag 80k
The numbers are for a full Rugby Union team. For a team list I'd probably up Forwards, Back Row and Backs by 1 to allow a bit more flexibility. Maybe even split the half backs into Scrum Half (SHands, Dump Off) and Fly Half (Kick, Dump Off).
This gives you lots of players with Dump Off and the backs all having catch means you've actually got a chance of pulling it off - for quite the rugby feel.
There is deliberately no access to passing skills since real men don't need to make forward passes - and strong arm certainly doesn't fit into the rugby theme.

Maybe the forwards can be given a new skill "Back Heel". This should allow rugby teams to have a real feel for a ruck to get the ball out.
Back Heel racial characteristic
Players with this skill never have to pickup the ball. Instead they may choose to "back heel" a ball on the ground. When back heeling move the player onto the ball and roll a D6 to determine where the ball goes. It will be one of the squares as shown in the diagrams below. If the ball goes to a square containing another player from either team the ball may not be caught and automatically scatters.

In my opinion the agility skills, even with that name, help to represent the strength of the forwards. The access to dodge is the single most important thing. I don't imagine them "dodging" with it, I imagine them ramming through with it. Just like in a break tackle. That'd give them the ability to get towards the end zone inch by inch.
Also, the relationship with rugby is second to my desire of creating an unique team concept. I feel that ag access supports this desire more than St access would do.
