That will always be the case if you play 3 rounds and let wins count in a grand total. If you just take total wins over the entire tourney to see who wins then if A goes 10-2 in round 1 and 2 there's also no need to play round 3. Unless you make wins in Round 1 count for 1 point, in Round 2 for 2 points and Round 3 for 3 points. But this means that if A scores 12-0 in the last round all the previous rounds wouldn't have mattered either. In general I would think that even if any country is sure of a win in round 2 the losers will still give their best if only for not losing face. (if I were Dutch I'd vastly prefer a 1-2 loss over a 3-0).I think this system can also organise a quick finish of the the tourney. If A or B wins the first two rounds, than the tournament is tactically over. No bother to play the last round.
