I actually got a pocket pc recently and I've been playing with java on it. It would actually be possible to have a java bbowl on it, but it would require a bit of work since the newest java version on the pocket pc is about 1.2 and java bbowl currently need 1.3 or higher. I seriously doubt there are many people besides me and you that would like to see these tools (PBEM or java bbowl) on it though.
It is unlikely the PBEM tool could use much of its existing code base (delphi I believe) as I don't think there is anything on the pocket pc that supports it. I don't think the pocket pc even has visual basic and that is a microsoft product.

Actually I am getting my first Pocket PC this Thursday, with a Wi-Fi Lan card so that I can sit on my front porch and surf the internet, play MP3's over my wireless network. I would LOVE to see PBEM on the Pocket PC... or JavaBowl for that matter... would be pretty sweet.
Also if there was a Pocket PC/Mobile version of TBB that would RULE!
