Talk Fantasy Football

We are considering to organize this Open (in Brussels) as an "all-inclusive" (except drinks) tourney (like most of french tourney), with possibility to sleep there (so lunch and diner on satursday, and breakfast and lunch on sunday)
Because the Outpost is maybe not the best place for a 2-day-tourney.

But, to make such plan/budget (we hope to find a solution for around 50€/coach), we need to have an idea about the potential audience.

Could you check around, in your own local leagues, if you would prefer such "all-inclusive" tourney or a regular 2-days tourney like we are use to have in Belgian (nothing include, except potential give-away, but very cheap fee)

  -The 4 minute turns could be gently enforced. But if you think that your opponent is taking too long, remind them of the 4-minute turn rule, in order to keep on schedule
• Team tiers:
  - TIER 1: Amazon, Chaos Dwarf, Dark Elf, Dwarf, Lizardman, Necromantic, Norse, Orc, Skaven, Undead, Wood Elf
  - TIER 2: Chaos, Chaos Pact, (Pro) Elf, High Elf, Human, Khemri, Nurgle’s Rotters, Skinks*, Slann, Underworld
  - TIER 3: Goblin, Halfling, Ogre, Underworld Goblins*, Vampires
  
  *Skinks = Lizardman, with Kroxi+Skinks+Starplayers
  *Underworld Goblins = Underworld, with Troll+Goblins+Starplayers
• Budget:
  - TIER 1: 1.150.000 gps
  - TIER 2: 1.200.000 gps
  - TIER 3: 1.250.000 gps
  - With this budget, you could buy your 11-16 players, 0-2 Star Players, Team ReRolls, Coaching Staffs, 0-1 Igor, 0-1 Wizard, and 0-2 Bloodweiser Babes.
  - Please note you may purchase star players even if you have only 10 regular players on your roster. (ie: for this tourney a roster with a 10 regular player and one star players is fine)
  - Halflings may purchase a Master Chef for 100.000 gps. Other rosters at 300.000 gps.
  - Goblins may purchase up to three Bribes at 50.000 gps each. Other rosters at 100.000 gps.
  - Other inducements (Mercenary, Specials cards, etc) are not allowed.
  - Full painted teams will get 1 extra assistant and 1 extra cheerleader for free.
• Starting skills on satursday :
  - Tier1 : 3 simple skills on 3 different players
  - Tier2 : 4 simple skills on 4 different players
  - Tier3 : 2 simple skills and 3 double skills on 5 different players
  - You may not give skills to star players
• Additional skills on sunday :
  - 3 simple skills for all tiers, on at least 2 non-skilled yet players
  - 1 of these 3 skills could be added on a player having already a skill
  - You may not give skills to star players
  - the Sunday skills should be present as well on your team-sheet at start of the tourney
• Scoring
  - 3 points for a win
  - 1 points for a draw
  - 0 points for a loss
  - Tiebreakers: net (blocking) cas + net td, opponents scores, fouling casualties
• Prizes:
  - Best belgian-coach (champion of Belgium)
  - Best foreign-coach
  - Podium (2nd and 3rd)
  - Best Stunties coach (i.e: Goblin, Halfling, Skinks, Stunties Ogres (0-4 ogres), Underworld Goblins)
  - Wooden Spoon
  - Most TD
  - Most CAS (blocking CAS)
  - Most Fouling casualties
  - Best comeback (ie: Coach with best results on Sunday only, tiebreaker being the opposite ranking after 3rd round)

I'm a bit confused about the ruleset. It states at the very beginning "TV110, with variations following tier", but then later on, none of the tiers are actually TV 110. Tier one is TV 115. Am I missing something?
