You'll have a hard time trying to find such a phrase in the LRB5, because Star Players are part of the inducements system, and there are no special rules covering their tournament appearance.
But the rules booklet for the Dungeon Bowl 08 clearly states that your team must consist of 11 normal players before you may add a Star Players. This ruling has been made in reference to the team creation subsection from the LRB (page 16):

This is the idea. Star Players have definite cost to the team. However for a Goblin or Halfling team ... being able to bring up to 2 stars after grabbing their 11 players is a very big deal to them being semi-effective in touranment play.
Being able to grab Ripper and Bomber for a Goblin team with 2 Trolls and 9 Goblins, 1 reroll + 3 FF ... that's not a bad way to create a team if you want to have some fun at a tournament.
2 Treeman + Deeproot + 9 Flings + 2 rerolls + 1 AC + 1 Cheerleader ... that's not bad either if you are a Fling player (when LRB 6.0 goes through you shift the 2 rerolls + AC/Cheer to: 1 reroll + 1 extra rookie Fling + Master Chef + 0 FF)
