Throwing is not covered in the NAF 7's rules, https://www.thenaf.net/blood-bowl/variants/ , but I would say that, using Thor's rule (knowing where that comes from) that a Dump Off is still possible but counts as a short pass, not quick, so has a 0 modifier rather than +1.

A coach may still buy an Apothecary for their team, but due to the fact Blood Bowl Sevens is an unprofessional league, an apothecary usually amounts to little more than a fan on the side of the pitch with a big bucket of water and the ‘lucky’ team sponge. Because of this an apothecary will only work on the D6 roll of a 4.

Is this meant to be 4+, or is 4 the lucky sponge's lucky number?

It will be on next year, and with plenty of notice, I hope this becomes bigger and better. Still only going to stick with two rounds do people can make it after work, but not take up all evening.
