It's a strange question as the rules impose no limits but then they are based on either a starting roster with no skills or skills gain by player achievments. When it comes to a tournament it's got to be up to the organiser. Personally, I think that a four skill limit is better.
But, Has a spammed up team ever won a tournament? Does a spammed up team lose out in other areas?

Podfrey did indeed win with a Dwarf team that had 6 guards...2012? I'm fairly certain I have seen Lizardmen win something with 6 block Saurus also, but cant remember exactly when and where.Of course they lose out in areas of versitility.
