I guess that's what I'm trying to say - but rugby isn't US Football - as its more fluid you do tend to grab onto opponents or try to ankle tap them - although you ideally want to bring them down with a crunching tackle, you can't always do that. The rules are different too, so no penalty for holding but you can only tackle the ball carrier.
