Sure I've won small leagues with vampires too, are they top notch based on that though? No, they are not. Coaching skill, format, use of inducements/league structures. Generally, the principle of he who cares most wins most applies to early nurgle just as any other team.
And early nurgle is very forgiving in a structured small league due to 4-5 regen and high AV + FA. It's still not a contender vs competent elves or any of the true frontloaders (chaos dwarf, dwarf, well coached norse, amazon, lizardmen to a lesser degree, wood elf, dark elf, pro elf to a lesser degree) though, but no team with 0 starting skills really is.
