Does it work only when the opponent gets out of your TZ or everytime he gets through your TZ?

its a dodging modifier, so you apply it every time they go to make a dodge roll
so its both out and through

For all purposes, players are now considered as having 8 tackle zones instead of one tackle zone of 8 squares.

As Zombie says, its everytime u move from one of the squares in his tz area, whether u are moving thru it or out of it.
