They do, but we allow you to pick six skills and roll a D6, so there's a little more control.
Plus, we can reroll one skill for a player once during their "life".

In our league, instead of picking your skills as you level, you pick an available category(single or double depending on roll/desire) and choose six(if able) skills and then roll D6 to get your skill.

we used to do it with a table for each skill type that allowed about a 1/6 chance of pick any, if you rolled doubles you could pick any regular skill or roll on a doubles type. Not 100% random. Was 3rd edition with tons of house rules from 2nd ed and our own preferences.
