The only open league that I know of is the one hosted at the Dreadnought Club http://www.clubdreadnought.org/

There are several tournaments that are also held in the area:
Revabowl - End of January
Rocabowl - End of March
Xufabowl - Early Fall
Dream Teams Cup - Summer (but not on a World Cup year)
