advice about playing Skaven
My Elf team is playing a Skaven team for the first time. They have a Rat Ogre and speedy gutter runners. Any advice about how to play them tactically?

Keep away from the Rat Ogre.
Other than that the Elves are on equal terms for the Blocking game vs Skaven, if not a little better due to the S2 GRs. Bash the GRs. If you can clear them the team loses a lot of its speed.

Elves vs Skaven is always going to be close. Yeah he has 4 speedy GRs but you have AG4 across the board (which for me is far more useful). Keep away from the Ogre, don't let them get free blocks every turn and ustilise the passing and hand off capabilities of your team.
The match can end up being a shootout just make sure you plan your game tactics so you can score more TDs than them. I'd think about kicking 1st half to give you the ball 2nd half and possibly set up the game for a win.

Force him to score quickly and try to take advantage of his av 7 to reduce his numbers. If possible remove his gutter runners and stay clear of the Rat ogre as others have said before.

Even on a two dice block gutter runners can be difficult to knock down if your opponent has given them the wrestle skill. That said, if you get an easy block/blitz on a gutter take it. As already mentioned, keep away from the rat ogre but remember it's prehensile tail means you'll be dodging away on 3's not 2's.
I would resist the temptation to push too many of your players into your opponents half when you're kicking. If he spots a gap those gutter runners are going to pour into it. Also try and make sure there are no easy routes down the side.

Try to get 3d blocks on GRs.
If you can gang up on the RO do it. Removing it from the game or for a turn can give you space.

But skills will make a big difference so it would help to know how much block and dodge you have. If you have plenty of both then you can play a pretty bashy game. Elves are not the sissy team everyone makes them out to be and can be more nasty than a team like humans. This is because they are more mobile so can pick their battles and minimise the hits they get back.
