Did you know that Block was meant to be a Strength-Skill actually?
Add the following fact to that: Only Traits open up on a double.
After joining the league during the 1st season, I immediately told the commissioner that he fell for a misprint.
As a result, ST-Teams were strongly overpowered, so all ST-Teamlists got multiple downgrades. My proposal to make Block General would have been to easy - rather meddle with the Teamlists.
Season 3 will see Block as General Skill, finally, but only for players who do not have access to Agility and/or Pass Skills.
Most teams have to exchange two blitzers for a Big Guy, but Skaven have 2 Rat Ogres on their list, with Wild Animal light (ultra light actually, it must always move first, but that's the only handicap apart from the fact, that it blocks/fouls the player next to it if it rolls a 1 on D6 at the beginning of a turn. 5 out of 6 turns its an ordinary player, which may give/receive assists, use rerolls, anything).

I'd start playing Skaven if I were you
I thought Block had always been a General skill, was there a misprint where it was listed as a ST skill?

The short answer is "no", but it is a qualified "no" because there are odd ways of interpreting the question which could justify the answer "yes".
