new rules handicaping runin teams

do u think that with the "new" (well new 2 me!) rules that the runin teams have a disadvantage to passing teams.
freeboting star players, new fouling rules etc..... makes it hard for the runin teams to hav the advantage,
personally i think it makes it fair ( i play elf
)
but ive herd ppl complain (well wine) bout it and wounder if pl thought the same.
