A way to solve the foul dispute?

Fans lover foulers on their team, but not those of the opposing team. I can't think of human fans cheering "Yes Borak, stick the boot into Griff! We want to see his blood!" It's a bit the same like in ice hockey, where many teams have a "dirty player".

A dedicated fouler will not get a niggler if he stays at one foul per half, as this rule only applies when your team is watched by the ref. More, if your opponents fouls back.
Even with the ref watching you, the chance of gaining a niggle is just 13,8%. Additionally Dirty Players are usually cheap lineman types with one skill that can be easily replaced if they gain too many niggles. On the other hands, their victim, the 50 SPP long trained Big Guy, Receiver, or Blocker really leaves a massive hole when he dies or gets niggled.

nah, like you said in hockey, the dirty player types are often the toughest guys on the team, and in the league. giving them all nigglers just doesn't make any sense.

how long has bob probert, tie domi, etc been in the league? how many games to they miss?

Domi got 15 goals in the NHL this season :D , and why does it matter since this is a Blood Bowl forum? I could see invoking hockey players if this were John K Lewis' "Cross Check" BB hockey variant...
