What if you could only use half the team rerolls in the second half (rounded down) and carried any over from the first half?
Is that too much of a nut kicker?

Well it would affect high cost RR more than low. How would it affect Leader? Maybe there would be more incentive to drop some TV into cheerleaders and Assistant coaches.
