Just wondering if there is a policy on using chess clocks from the start of a game rather than when it is already behind. Am I able to insist from the beginning or is it purely by mutual agreement?

Who's benefit is the chess clock for? TOs need them to keep games running to schedule. A player roughly keeping to 4 minute turns won't need one. If you are concerned you are taking too long there's nothing stopping you setting yourself a 4 minute timer so you know when you are taking longer and might cause timing problems at the back end if the game
