Would TBB be able offer a service of hosting forums for online leagues?

Call me think, but I'm not quite sure what you mean here!! Are you refering to a seperate board for each league site, or just a forum added to this one? Its a nice idea and I'd like you to expand your question.
In answer to what I think your asking for, it would be possible to do so as a seperate board, but that would mean a seperate memberlist and everything. As for part of this board, possible with a 'sub categories' hack (will be incorporated into phpBB2.2), and something I was thinking doing. I'm a little apprehensive about adding major hacks as it could result in me not being able to upgrade to newer versions without loosing all the data. I do have big plans for the site which are all possible with hacks, but again I don't want to go to far on third party code.
If I was going to do something like this, I think a small fee would have to be charged as its pretty much providing a web hosting service with php and MySQL services.
