Who swarms first and order of another Step 2.5 in Start of Drive?

What is the order for each "after step 2 but before step 3 of the Start of Drive sequence"?
Swarming (possible both coaches), On the ball (only receiving team) and Halfling Master Chef?

Maybe only really relevant is the order of Swarming. (Or maybe there is someday Swarming + On the ball player who swarms and then runs with On the ball to the Wide Zone.)

Is this the complete list of Start of Drive Sequence and in correct order?

1. Kicking team setup
2. Receiving team setup
3. Nominate kicking player
4. Declare kicking target square
5. Ball deviates
6. If out-of-bounds: touchback is called
7. Kicking team swarming
8. Receiving team swarming
9. On the ball-skill (if not touchback)
10. Halfling Master Chef (If first kick-off for this half)
11. Kick-off event
12. Ball lands (if touchback is not called):
    • If not caught -> bounce
    • If out-of-bounds: touchback is called
13. If touchback is called: give ball to the one player
14. Receiving team turn starts.

And this also means that if ball deviates out of field coach will first see whole effects of Kick-off event and after that decides which player gets the ball.
