Blitz and "Ball&Chain"

If the kick-off event is Blitz, is it possible to activate the Ball&Chain player ?

On one Side, this is a special action, so the answer is NO
On the other side, this is a kind of movement, so the answer is YES.

This question can be generalized: Is that list exhaustive?

So player can make:

• Move action
• Blitz action (one)
• Throw Team-mate action (one)

Can't make:

• No any Special Action.
• No Foul action.
• Trivially no Pass action or Hand-off action because there are no ball in the game (not yet landed).
• And no Block action (because player must be Open).

Whole Blitz! has been changed since BB2016 when Coach played every player not-marked when Blitz! started, so if Blitz action moved opposition player to the reach of Block, also Block actions were allowed.

What? I'm not seeing the relevance to the OPs question or Second Season rules. Can you elaborate?

After re-reading the original question I understand the question was about "kind of movement" VS "Move action".

I have personally been struggling what changed between BB2016 and BB2020, e.g. how Blitz!-event is played on Second Season. Because that, I misunderstood this question for being: What are allowed/disallowed actions in Blitz!-event? And then I figured every possible actions in the game and classified them allowed/disallowed in Blitz!

And after all I'm still not sure can use Chainsaw Attack Special action inside of Blitz action when Blitz!-event happens. I think it is allowed, because you are allowed to make Blitz action.

I would also answer NO for all special actions during a Blitz event (so for Ball & Chain special action and for Throw Bomb special action).

In Kick-Off Event Table, page 41, for Blitz event, this is stated that are only available during a Blitz event "Move actions", "1 Blitz action" and "1 Throw Team Mate action".
All other actions aren't listed.

All available actions during game are listed page 43 :
-Move
-Pass
-Hand-Off
-Throw Team-Mate
-Block
-Blitz
-Foul
-Special actions

I agree with jawCross, the ones which aren't listed in Blitz event description aren't available during a Blitz event. So no Pass, no Hand-Off, no Block, no Foul and no Special actions.
