I would think that Leader allows you to cut a TRR and take an apoth instead. Which will have greater value in keeping a positional on the pitch.
I always play with Apo :) my normal 1,1 build is with 2 RR and Apo.

The dodge just make the runner a very usefull player on both offense and defense (and must likely saves me aleast one RR per half using the dodge skill). On offense you don't have to worry to much about people marking him and having to think about blitzing him free or risk using one of your few RR's on the dodge. So that makes you able to use the blitz where you really wants it (instead of just freeing up a player) and also makes it easier to score if you should get in trouble and having to dodge with him.

The big difference for me is really on the defense. When he have leader he is a soft target you slightly needs to protect (untill the RR is used), but with dodge he can play a actice part and is very usefull as a flexible assist for blocking and can be used to mark non block players (you dont want to have moving around that next turn).
