adding Menu options in obblm

Wanting to add some downloadable files to the Rules section of OBBLM. I can't even find the pdf of the CRP in my files (but it comes up when I click on it). Where is the loction of the file I would change to add menu options and then point it toward the new pdfs?

there is no /lib/htmlout.php
I attached a picture of what is there

Youre quite right. Hopefully its obviously that I mean /lib/class_htmlout.php?
