I registered only a month ago and I believe I was member #5000 (give or take 1)
Now, a month later the count is at 5149.
At a rate of about 150 new members a month this means

1- This site is going to have around 7000 members by the end of next year - pretty impressive
2- it kinda shows a rekindled interest in BloodBowl - could pbbl-rules have something to do with that ?

I don't think there's been any great 'boom' lately. I think the site averages about 100 a month since it's launch, and it was a quiet homely place for quite some time in the early days. If you discount the first few months then 150 isn't exceptional. I certainly don't believe there's any correlation with any percieved hike in new members here and PBBL rules.

Theres also a few "auto members" - strange names and links to free/low cost pharmaceutical sites

Not real members in my opinion.
