Does a successful dump off count as a completion for SPPs?
As long as it is accurate and caught by the intended receiver?

It's not a pass action, I'd say no. Neither team's turn ends regardless of the throw, it occours during the opposing team's turn, after-all.

Yes, even if it's not caught by the intended receiver. As long as it's accurate and caught by anyone on the team.
