Tripping Hazard card and player action

Tripping Hazard card and player action

Hello,

"Tripping Hazzard" card states that it is to be played at the start of your oponent's turn but before any miniature has taken action. As a result of the card one player of the oposing team may be placed proned.

Can that miniature take action that very turn or because of the card and the be-placed-proned-effect of the card it's turn cannot be taken and must still stay proned?

I hope I made myself understood

A player who is prone can take an action.
